Abstract
Part One of this article sets the stage for our discussion by summarizing some of the developments and changes affecting the financial services industries. Part Two summarizes the existing legislative and regulatory structure governing the permissible affiliations of banks and bank holding companies. Part Three examines in detail how "loopholes" in the current structure have been effectively exploited to allow ever-increasing participation by banks and bank holding companies in the securities business. Part Four undertakes a similar examination with respect to the insurance industry. The major problems and considerations involved in bank expansion into these areas are identified in Part Five. Part Six then examines the recent banking reform bills and how they address these issues. Part Seven concludes with some final comments on legislative restructuring proposals.
